I. What is the World Apostolate of Fatima? ( Just what is the World Apostolate of Fatima(WAF)?)
1st: The Work of Our Lady
1. First and foremost, the WAF is the work of Our Lady which she inspired Msgr. Harold V. Colgan to found.

2nd:The Outstanding Fatima Apostolate in the World
1. The first Bishop of Leiria-Fatima, Jose AlvesCorreia da Silva says:
“The Blue Army (WAF) is the outstanding Fatima apostolate of the world.”
2. As the outstanding Fatima apostolate, the WAF works hand in hand with other Fatima groups.
a) International Statutes of the WAF (Article II, no. 4):
“The World Apostolate of Fatima collaborates with many other expressions of devotion to Our Lady of Fatima, manifested in various ways approved by the Church.”
b) Professor Americo Pablo Lopez Ortiz, (International WAF President in his Address to the Pontifical Council for the Laity on February 3, 2006):
“Under the umbrella of the World Apostolate of Fatima, all associations and apostolic movements propagating the authentic message of Fatima may encounter an example of faithfulness and loyalty to the Holy father and the Diocesan Bishops in communion with the Successor Peter.”
3. As an apostolate, the WAF is both a movement and an organization
3rd:A Movement for All Men
1. The WAF is a movement open to all people.

2. The WAF is therefore for all men, women, adults, youth, children, priests and religious all over the world, who are doing what Our Lady has requested at Fatima.
3. The WAF is open to all even if you already belong to a religious organization or movement.

4. The WAF is open to all even if you already belong to a religious organization or movement.

“To already belong to any Marian Association does not justify a refusal to join the WAF.
…These Marian movements should be the first to seek to accept, understand and realize the Message of the Queen of heaven.

4th:A Spiritual Army
1. The WAF is a spiritual army wherein all Christians are called to join and fight for God and his Blessed Mother.

a) “The Church is essentially an Army… an army in which everyone of us is enlisted.
The WAF is to remind us that every single one of us is needed; that victory may be ours; that there is a common front where each has his place…”

2. Join the WAF in our fight for God’s kingdom!

“The message of Fatima is more urgent now than ever before, more actual, more essential to the present state of moral and spiritual crisis of our civilization.
Our apostolate must contribute as much as possible to offer a new criteria, a new option to solve the present crisis by turning to the ever new, ever actual, ever efficient call of the Gospel:
‘Repent and do penance! Convert yourselves while there is still time!’

5th:An Apostolate of Prayer for Peace
1. Let us join the WAF and be united with it, first of all, in prayer. For theWAF is primarily an apostolate of prayer for peace.
2. Above all Our Lady asks for prayer, much prayer for peace of the world.
a) May 13, 1917
“Pray the rosary (terzo)every day, in order to obtainpeace for the world, and the end of the war.”
b) July 13, 1917
“I want you to come back here on the 13th of next month, to continue to pray the Rosary every day in honor of Our Lady of the Rosary in order to obtain peace for the world and end of war, because only she can help you.”
3. Peace, however, is only possible if we stop sinning and strive to repair the sins we have committed.
a) Our Lady of Fatima (July 13, 1917):
“Sacrifice yourselves for sinners, and say many times, especially whenever you make some sacrifice:
‘O Jesus, it is for love of You, for the conversion of sinners and in reparation for the sins committed against the Immaculate Heart of Mary!’”
“If what I say to you is done, many souls will be saved and there will be peace. The war is going to end.”
“But if people do not cease offending God, a worse one will break during the pontificate of Pius XI.”
“When you see a night illuminated by an unknown light, know that this is the great sign given you by God that He is about topunish the world for its crimes by means of war, famine, and persecutions of the Church and of the Holy Father.”
b) Our Lady of Fatima (August 19, 1917):
“Pray, pray very much and make sacrifices for sinners, for so many souls go to hell, because there are none to sacrifice themselves and to pray for them.”
c) Our Lady of Fatima (October 13, 1917):
1) “… Continue always to pray the Rosary every day. The war is going to end, and soldiers will soon return to their homes.”
2) “Some, yes(I will cure), but not others. They must amend their lives and ask forgiveness for their sins.”
3) “Do not offend the Lord Our God anymore, because He is already so much offended.”
4. The WAFis,therefore,an apostolate for the conversion of sinners and for reparation for sinsin order to obtain peace for the world.
6th:An Apostolate of Holiness
1. In other words, the WAF is an apostolate of holiness, converting sinners and repairing the sins committed against the Sacred Heart of Jesus and the Immaculate Heart of Mary by spreading the ever relevant and ever urgent Message of Fatima far and wide.

“The task of the WAF consists in making known to the whole world the message of Fatimaby all the means at its disposalso that men of all nations will realize it in their personal lives.”

2. Hence,as an apostolate of holiness, the WAF must continually practice and promote the Message of Fatima.
3. First must be the practice of holiness, the living of the Message of Fatima in our daily lives. The WAF International Statutes(Article II, Purpose) states this practice in this manner:
“The personal sanctification of adherents through faithful adherence to the message of Fatima.”
4. Next must be the promotion of the Message of Fatima“by all the means at its disposal”(2nd Fatima Bishop John P. Venancio).
a) Acts 1:1
“In the first book, Theophilus, I dealt with all that Jesus did and taught.”
b) St. Francis de Assisi:
“Sanctify yourselves first if you want to sanctify society.”
c) St. Joseph Cafasso:
“If we do not try to become saints, it will be difficult to sanctify others.”
5. The WAF aims to make saints out of sinners even the most sinful ones. So make the firm decision to become a saint!
a) 1 Thessalonians 4:3
“This is the will of God, your holiness: that you refrain from immorality,
b) Blessed James Alberione:
“This is the will of God – that we become saints.”
c) PCP-II, 402:
“… all – without exception – are called to holiness… All are also called to mission. In other words,all – without exception – are called to evangelize.”
d) St. Alphonsus Maria de Liguori:
“God wishes all to be saints and each one according to his state of life.”
e) St. Maria Mazzarello:
“Make up your mind to become a Saint.”
7th: An Apostolate of the Word
1. The propaganda or promotion effort (P.E.) is the “action” of the WAF in making known the Message of Fatima in the world, so that more people will respond to Our Lady’s requests for prayer, penance and consecration.

2. WAF’s Theological Principle, No. 7:
“…the World Apostolate of Fatima will promote as periodically as possible seminars, courses, recollections, and retreats.
It will publish books, magazines, radio and television programs, destined especially for members.“
3. The Apostolate of the Word includes both promotion and formation.
a) WAF Promoters:
“When we speak of the Blue Army (WAF) Promoters… we mean those special devotees who participate in regular meetings and who seek publicity in their areas, sponsor lectures and films, etc, to make the Message of Fatima known in a public manner.” (There Is Nothing More –30)
b) WAF Formators:
1) WAF Seminar Speakers are those who have graduated from the official Crash Training Course for Seminar Speakers (CTCSS)and are conducting the authorized three-day WAF Basic Seminar in their respective areas of jurisdiction: national, regional, arch/diocesan, vicarial or chapter divisions.
2) WAF Formators are recognized WAF Seminar Speakers who have undertaken other formation seminars(included in the WAF Basic Formation Programand/orWAF Advanced Formation Program) and are subsequently conducting the aforesaid seminars in their respective areas of jurisdiction.
3) This is in observance of the“WAF’s Standing Guidelines/ Policies on Formation”, No. 2 which states:
“Only those who have passed the Official (National) WAF Basic and Advanced Formators’ Courses, together with the Training Course for Seminar Speakers are allowed to give talks and make articles on formation matters, both basic and advanced, while
only those who have passed the Training Course for Seminar Speakers are allowed to give WAF Seminars.”

4. The WAF Basic Formation Program consists of the following seven (7) seminars:

1. The WAF is now a Public International Association of the Faithful of Pontifical Right, established by the Holy See on October 7, 2005.

“The World Apostolate of Fatima must reflect on the profound significance of this recent approval by the Holy Father, Benedict XVI, as an international public association of the faithful.
This is a great honor, but also, a great responsibility toward the Church and the World.

4. WAF’s New Mission:

5. WAF’s Top Priority:
a) Prof. Americo Pablo Lopez-Ortiz (International President, World Apostolate of Fatima):
“The formation of leaders, lay people and families is our top priority.”

b) This means that the WAF’s Top Priority is now the Apostolate of the Word!
Therefore, WAF Promoters and Formators (with the ceaseless support of WAF Pray-ers)must always increase in quality and quantity, and the giving of WAF Seminars, both basic and advanced, must be done promptly, diligently, profusely and perseveringly!
6. WAF’s Instrument in Performing its New Mission:

- WAF’s Four Purposes:
“The purpose of the World Apostolate (of Fatima) is:
1)The promotion of the authentic teaching of the Catholic Church and the strict adherence to the tenets of the Gospel;
2) The personal sanctification of adherents through faithful adherence to the message of Fatima;
(3) The promotion of the common good by the spreading of the message of Fatima; and
(4)In addition to these three general purposes, the World Apostolate has the specific purpose of promoting the Pledge given by each member of the World Apostolate of Fatima.

II. How to Join the WAF:
- How can people join the WAF? What are the steps?
The Kinds of WAF Membership
- To join the WAF, first of all one has to know that there are two major kinds of membership, namely:
1st:Ordinary Member
a) Those who sign and live the WAF Pledge are called WAF Ordinary Members.
b) When you join the WAF by merely signing the WAF Pledge, you join the WAF as a Movement.There will be no required meetings but just a daily faithful fulfillment of the WAF Pledge.
2nd:Apostolic Member
a) Those who do more than sign and live the WAF Pledgeare calledWAFApostolic(or militant)Members.
b) They are the ones who,complying with the WAF National Constitution and Bylaws, undertake the propaganda effort of the WAF, by signing and observing the WAF Apostolic Member’s Commitment form.
c) When you become an Apostolic member, you join the WAF as an organization. There will be:
1) Weekly Cell meetings,
2) Monthly Chapter meetings,
3) Monthly Committee meetings,
4) Bi-monthly Vicarial Directorate/Committee meetings,
5) Quarterly EXECOM/Regional Board/EXCOM meetings,
6) Periodic Vicarial Convocations,
7) Annual Arch/DiocesanConventions,
8) Bi-annualRegional Congresses, and/or
9) Bi-AnnualNational Conventions.
depending on your active involvement as Apostolic Member and/or Officer of the WAF Division(s) you belong to.
d) You will be provided with an annual WAF Apostolic Member’s ID after paying the Annual Membership Fee of P100. You will also show the proof of your commitment to Mary our Mother and Queen by sharing the (minimum)P10 Monthly Dues to your WAF Chapter especially during the First Saturdays.

“The resources of the WORLD APOSTOLATE OF FATIMA are to be derived from:
a)Annual Membership Fees and Monthly Dues of all Apostolic Members as determined by the National Executive Committee (EXCOM).”
- Our main goal in conducting this seminar called WOOD(WAF Orientation and Organization of Divisions)is to organize your WAF Division in your area,in order to fulfill the Marian Apostolate declared by Our Lady at Cova da Iria.

Our Lady of Fatima (June 13, 1917):
“Jesus wishes to make use of you to make me known and loved. He wants to establish in the world devotion to my Immaculate Heart.”
- Let me now ask you the same question that Our Blessed Mother first asked the three Fatima Children atCova da Iria during her first apparition there:
Our Lady of Fatima (May 13, 1917):
“Are you willing to offer yourselves to God and bear all the sufferings he wills to send you,as an act of reparation for the sins by which he is offended, and of supplication for the conversion of sinners?”
- The three Fatima children – Jacinta, Francisco and Lucia – bravely replied:
“Yes we are willing.”
- How about you? Are you willing enough to trust Our Lady that she will take care of you as you offer many sacrifices to her as an active WAF Apostolic Member? Yes or No?
- Then Our Lady will say this to you as she did to the three Fatima children after their courageous offering of themselves:

“Then you are going to have much to suffer, but the grace of God will be your comfort.”

- All of you who are sincere in their yes to Mama Mary will then join your organizational division by signing the WAF Apostolic Member’s Commitment form.
- Before this seminar ends, you are going to have an Election of your Division’s Officers in accordance with the provisions of the WAF National Constitution and Bylaws.
III. The WAF Philippines Divisions:
- The World Apostolate of Fatima of the Philippines consists of two main kinds of Organizational Divisions:
1) According to Age Bracket (AB), and
2) According to Organizational Structure (OS).
- The WAF Divisions according to Age Bracket are the following[AB WAF Divisions]:
1) World Apostolate of Fatima (WAF):
26 years old and above;
2) Youth Apostolate of Fatima (YAF):
13– 25years old and also 26 – 35 years old (optional):
WAF National Constitution and By-laws, Article XXXIII, Section 2:
“The age bracket of YAF members is from 13 years to 25 years old. However, those members whose age is from 26 years old to 35 years old can still join the YAF as long as their civil status is single and their sense of mission is to serve Our Lord and Our Lady in the YAF.”
3) Children Apostolate of Fatima (CAF):
12 years old and below.
WAF National Constitution and By-laws, Article XXXIV, Section 3:
“The CAF Philippines shall be composed of children aged 12 years and below.”
- The WAF Divisions according to the Philippines Organizational Structure are as follows [OS WAF Divisions]:
1) WAF & YAF National Organization,
2) WAF & YAF Regional Divisions,
3) WAF & YAF Arch/Diocesan Divisions,
4) WAF & YAF Vicarial Divisions,
5) WAF & YAF Chapter Divisions: Parish and Area (“schools, offices and other secluded areas”),
6) WAF & YAF Units, and
7) WAF & YAF Cells, MIT Cells, Block Rosary Units or Communities, etc.
IV. The YAF and the CAF:
- Let us now focus on young people and little children in the promotion and fulfillment of the Message of Fatima in the World Apostolate of Fatima.
Youth Apostolate of Fatima (YAF)
- Today more than ever, there is an urgent and imperative need to teach the fullness of the Catholic Faith to the youth and children in loyalty to the Magisterium by means of the Message of Fatima, which is a reaffirmation of the Gospels.

- The Youth Apostolate of Fatima is a practical way of involving young people in the Message of Fatima in the pursuit of holiness and evangelization.
- In our country, we need to take prompt and fullest care of the youth who compromises more than 50% of our population.
PCP –II, Article 50. #2
“Since youth constitutes a large and dynamic portion of the laity,
the youth ministry should be assured of the fullest attention and highest priority in every way by all in the Church.”
- In our organization, we take care of the youth in a special manner.
We have an independent division solely focused on young people.
It is called the Youth Apostolate of Fatima (YAF).
- The YAF has its own:
a) Organized Divisions: National, regional, (arch)diocesan, vicarial and chapter divisions;

Article XXXIII, Section 1)
b) Set of Officers:EXCOM, Regional Board, EXECOM, Chapter Board of Directors and Unit Officers, provided that they are all under the authority and general supervision of their respective WAF counterparts in all its divisions.

Article XXXIII, Section 3)
c) Regular Meetings: its own National Council and Bi-annual National Conventions; its own bi-annual Regional Congresses; its own (Arch)Diocesan Councils and their Annual (Arch)Diocesan Conventions;its own Vicarial Council and periodic Vicarial Convocations; its own Chapter Council and Annual Chapter Conferences and other approved groups and activities.”
WAF National Constitution and By-laws, Article XXXIII, Section 4:
“The YAF will also have its own National Council and Bi-Annual National Conventions; its own Regional Council and Bi-Annual Congresses; its own Arch/Diocesan Council and its Annual Arch/Diocesan Council Meetings; its own Vicarial Council and Bi-Annual Convocations; its own Chapter Council and Annual Chapter Conferences and other approved groups and activities on the date and place their respective implementing bodies have agreed upon.”

- The YAF is self-governing:
a) Self-governing: meaning… having its own one-year plan of activities, YAF seminars, formation courses and sessions, official uniforms, apostolates and other promotion and fulfillment programs, etc. in proper coordination with the WAF Committees in the various divisions.

b) But the YAF is always under the authority and general supervision of the World Apostolate of Fatima in all its divisions.
This means that in order to have proper, prompt and continual coordination and support with the WAF, the YAF in all its organizational divisions must always:
a) inform the WAF before their plans are started;
b) update the WAF while their activities are going on;
c) give sufficient report to the WAF every after the meetings and/or activities are over.
WAF National Constitution and By-laws, Article XXXIII, Section 3:
“The YAF, as a self-governing organizational division of the WAF, will have its own EXCOM, Regional Board, EXECOM, Vicarial Directorate, Chapter Board of Directors and Unit officers;
provided that they are all under the authority and general supervision of their respective WAF counterparts in all its divisions promptly informing them of their plans, activities, accomplishments and all relevant matters through their respective WAF Youth Coordinators.
- All WAF Constitutional provisions are applicable to the YAF in all its divisions:
WAF National Constitution and By-laws, Article XXX, Section 5:
“All provisions in this National Constitution and By-Laws, as appropriately applied to the youth organization, will hold true in the conduct of the spiritual and business affairs of the YAF in all its divisions.”
Children Apostolate of Fatima (CAF)
- Regarding the little children, PCP-II tells us:
a) PCP-II, 50:
“He (Jesus) also showed his love forchildren and women, two classes of people considered ‘little’ in the society of his time. When his disciples forbade some mothers to bring their children to them, he rebuked his disciples: ‘Let the children come to me and do not prevent them…” And he made a little child the model for his followers’ (Luke 18:15-17).”

“Jesus, however, called the children to himself and said,
‘Let the children come to me and do not prevent them; for the kingdom of God belongs to such as these.’
“Amen, I say to you, whoever does not accept the kingdom of God like a child will not enter it.”
b) PCP-II, 581:
“Young people and children are truly the present and future of the Church. As they grow in the maturity of Christ, they must increasingly assume responsibility in the task of evangelizing which they share with their elders by right of baptism.”
- The Children Apostolate of Fatima(CAF) is also a practical way of involving little children in the Message of Fatima which Our Lady gave to the three little children in the form of Catechism.
- The WAF National Constitution and Bylaws have special provisions for the CAF, most especially the following:
WAF National Constitution and By-laws, Article XXXIV:
a) Section 2 (CAF Mission &Objective):
“The CAF Philippines shall serve as the organizational division of the WORLD APOSTOLATE OF FATIMA OF THE PHILIPPINES in promoting the Fatima Apostolate among the children in the Philippines.”
More specifically, the CAF Philippines shall have the following objectives:
- To mould the children to become better Catholics through a more prayerful life in accordance with the message of the Virgin of Fatima and the example of the three children in Fatima, especially in the fulfilment of the CAF Pledge.
- To adopt and implement programs and projects that will enhance their formation and training along authentic Fatima Spirituality.
- To develop the leadership and teaching potential of the members of the Apostolate.
b) Section 3 (CAF Composition):
“The CAF Philippines shall be composed of children aged 12 years and below.”
c) Section 4 (CAF Organization, Formation and Management):
“The organization, formation and management of the CAF Philippines
shall be the chief responsibility of the Children Coordinators and their respective Children Committees in all the adult divisions of the World Apostolate of Fatima, namely: national, regional, arch/diocesan, vicarial and chapter divisions.
d) Section 5 (CAF Chapters):
“The Parish or Area Chapters shall be the basic unit of the CAF Philippines.
Each CAF Chapter Division chiefly consists of all officially recognized CAF Apostolic Members in the parish or area.
A CAF Parish Chapter comes into being when there is a sufficient number of CAF Apostolic members organized for the purpose by the WAF in a parish.
A CAF Area Chapter comes into being when there is a sufficient number of CAF Apostolic members organized for the purpose by the WAF in schools, chapels and other secluded areas.”
e) Section 8(CAF Chapter Board):
“Each Parish or Area Chapter shall elect its Chapter Board consisting of the following officers: Chapter President, Chapter Vice-President, Chapter Secretary, Chapter Treasurer, and Chapter Auditor.
Any or all of the committees mentioned in Article VIIIof this Constitution and By-Laws may also be created, and their chairman appointed, depending on the needs and requirements of the chapter.”
f) Section 9 (Applicability of Other Provisions of the Constitution):
“All of the appropriate provisions of this Constitution and By-Laws maybe applied in the spiritual and business affairs of the CAF Philippines.”
V. Official WAF Magazine:
- The official WAF Magazine is the “Messenger of The World Apostolate of Fatima”, The International Magazine of the World Apostolate of Fatima.
- In this magazine, articles on the Message of Fatima and activities of the WAF in the international, regional and national divisions are published with photos.
VI. The WAF Challenge:
Let me now pose you the Challenge to join the World Apostolate of Fatima. Our Lady is calling you right now:
a) Our Lady of Fatima (June 13, 1917):
“Jesus wishes to make use of you to make me known and loved. He wants to establish in the world devotion to my Immaculate Heart.”
b) Our Lady of Fatima (May 13, 1917):
“Are you willing to offer yourselves to God and bear all the sufferings he wills to send you, as an act of reparation for the sins by which he is offended, and of supplication for the conversion of sinners?”
VII. Signing of the WAF Pledge:
- Join now the WAF first as an Ordinary, Active Member.
a) Please secure your copy of the WAF Pledge and then sign it.
b) You are then joining the WAF as a Movement.
